Steps to verify:
  Scan the jobs run for console frontend and the frequency of failures because of insufficient CPU in
https://prow.ci.openshift.org/?repo=openshift%2Fconsole&job=pull-ci-openshift-console-master-frontend

  Also verify that in the ci code the thread loader is disabled in openshift:master

Since the insufficient cpu errors are not present and the thread loader is disabled, this bug is verified
