Description of problem: New deployment of the overcloud using overcloud-minimal for CephStorage nodes fails during stage `Manage Puppet containers (bootstrap tasks) for step 1 with tripleo-ansible` because puppet tries to configure and start certmonger on the CephStorage node, but certmonger appears to be missing on the overcloud-minimal image. In addition to 'certmonger', the following packages were also missing during the disk-image creation - it's possible these were lost in translation when we changed image build strategies in 16.2: 'ipxe-bootimgs' 'ipa-client' 'ipa-admintools' 'nfs-utils' All of the rest of the packages were correct as far as I can tell.
The following elements were also not present in the 16.2 build: 'dib-python' 'dhcp-all-interfaces'
