Description of problem:
I couldn't find any RHOSP documentation for extra-dhcp-options, which is a feature supported since OSP 7.0 by neutron (see BZ1189663). It is now going to be supported by ML2/OVN on 16.2.1 too (see BZ1801271).

My proposal:
We could add a section similar to the existing section "Chapter 18. Configuring allowed address pairs" within the Networking Guide:

We can reuse the description of the Extra DHCP option extension from upstream:

We have to specify that the extra-dhcp-opts can be specified during a port creation or update (there is an issue with openstack CLI at this moment related to port update, see BZ1988438).

We need to mention that the extra-dhcp-opts specified at port creation or update are ignored if DHCP is not enabled on the subnets associated to that port.

We need to specify that no validations are performed when extra-dhcp-opts are set during a port creation or update. The wrong options will not have any effect (they will not be included in the DHCP replies sent to the VM instance), but no API/CLI failure will be raised.
