Description of problem:

On a heavily loaded cluster, the Notify operation can fail. Currently we retry sending the update, but this can lead to an A-B-A error.

How reproducible:

Nondeterministically

Steps to Reproduce:
1. Get a cluster with multiple RGWs per zone
2. Load it up heavily
3. Do some work on it

Actual results:

Cache consistency is maintained

Expected results:

Cache consistency is not maintained

Additional info:

This BZ added so a cherry-pick has something to resolve.
