If yes, please regenerate the packaging with rust2rpm 21.

It looks like this crate bundles (a subset of?) the thread_local crate, with its own license files.
Please investigate bundling these sources is really necessary.
If it is necessary, you might need to include "Provides: bundled(crate(thread_local)) = $whatever-version" in the -devel package.

You might also be interested in rust2rpm's "-p" flag, which automates the generation and inclusion of patches to Cargo.toml files, like the one you added manually.
