It looks like zuul pushed the 3.13.1 update to Fedora 34, but not to newer f35 or rawhide branches. This leads to a version downgrade when upgrading from fedora 34 to 35, and it is probably not desirable to have a newer version of Fedora having an older version. Affected versions in Fedora 34 and 35: nodepool-0:3.13.1-1.fc34 > nodepool-0:3.12.0-5.fc35

The update was pushed to Fedora 36, but it's still missing on Fedora 35. If you want to get it into Fedora 35 stable, you'll need to do it until Saturday, or the update will be stuck because of the final freeze.
