Description of problem:
During a review for mingw-python-PyQt-builder (bug 2005808), we have determined that the license is not BSD, but rather "GPLv2 or GPLv3".  The PyQt-builder package should be fixed to reflect this, and %files should be modified to add %license entries for the license text.
