Description of problem:
Try to upgrade a cluster to 5.0.z1 which was upgraded from rhcs 4.x

found it difficult to upgrade cephadm to latest version

cephadm version returned older version despite latest cephadm was installed

ceph-ansible-6.0.11.1-1.el8cp.noarch

How reproducible:
Tried once

Steps to Reproduce:
1. Configure a RHCS 4.x cluster
2. upgrade the cluster to 5.0 
3. Try to upgrade cephadm package to latest 5.0

Actual results:
$ sudo cephadm version
Using recent ceph image registry-proxy.engineering.redhat.com/rh-osbs/rhceph@sha256:55cb1de88341300daa1ab6d59e4897edc733a3f90162149c21f18abe49ed87c7
ceph version 16.2.0-117.el8cp (0e34bb74700060ebfaa22d99b7d2cdc037b28a57) pacific (stable)
$ rpm -qa|grep ceph
cephadm-16.2.0-133.el8cp.noarch


Expected results:
Users must be able to upgrade cephadm seamelessly
