verify with build:
CNV-v4.8.3-19
HCO index image: registry-proxy.engineering.redhat.com/rh-osbs/iib:123247

step:
1. create vm with read-only CDROM(virtio-win)
2. waiting vm start.
3. do live migration.
vm migrate successfully. Take ~4 mins.
verify this only on Bare Metal setup.
