Description of problem:
If instances are filterd by a specific project in the Openstack dashboard Admin tab, 
instances from other projects are displayed without being filtered.
Filter project by "Project ID" instead of "Project Name" is able to display the instances 
of the filtered project.

Version-Release number of selected component (if applicable):
Red Hat OpenStack Platform release 16.1.6 (Train)

How reproducible:
Always

Steps to Reproduce:
1. Open "Admin" -> "Compute" -> "Instances"

Actual results:
Instances of other projects, including those of excluded projects, will be displayed.

Expected results:
Only specific project filtered instances should be displayed.

Fixed it in 16.2 as well: https://bugzilla.redhat.com/show_bug.cgi?id=2166025
