Currently the definition of %enable_devtoolset11 lives in .../rpm/macros.%{scl}-config which is shipped be devtoolset-11-build, but not every user of DTS needs devtoolset-11-build which defines %scl.  So we should move the definition into a file that is provided by devtoolset-11-runtime.

Likewise for GTS.
