Footer is not sticky anymore in import forms

Steps to Reproduce:
1. Navigate to import from container image form

Actual results:
Footer is not sticky

Expected results:
The footer should be sticky

Latest master on (1st Oct)

This issue is caused by this PR https://github.com/openshift/console/pull/9974, which updates the page structure to match with PF page component.
