Description of problem:

vSphere CI tests are failing in 4.10 when running on HW13.  This is due to the vsphere problem detector marking the cluster unupgradable.  In this case, this is valid and the event does not represent a problem, but rather indicates successful recognition of an invalid condition.

- UPI 
- cluster installed on HW13

How reproducible:
Consistently

Steps to Reproduce:
1. Perform a UPI install with a template configured for HW13
2. Run openshift-tests
3.

Actual results:
e2e testing is failing and we are getting a noisy signal for 4.10

Expected results:
the alert seems valid in this case. can it be ignored?

Checked with latest vsphere upi ci, the case is no longer failed with the vsphere repeated message.
