SRO is failing CVP tests and preventing ART from pushing it to stage CDN.

We need to change the name in the CSV to differ in the official version.

Verified Result:
Package Name has been changed to openshift-special-resource-operator 
 oc get packagemanifest -n openshift-marketplace  |grep special
special-resource-operator                            Community Operators    89m
openshift-special-resource-operator                  Production Operators   66m

$ oc get clusterversion
NAME      VERSION                              AVAILABLE   PROGRESSING   SINCE   STATUS
