+++ This bug was initially created as a clone of Bug #2007379 +++

Description of problem:
Events are not generated when master offset is above or below threshold 
Version-Release number of selected component (if applicable):



Actual results:
NO events for master offset
No events when  clock class changes from passive to slave or slave to faulty 


Expected results:
Should see events for offset 
Should see events for clock class change.

Were you able to use Aneesh's setup to test this bug?

Following comment is from Or, need Aneesh to confirm the results, e.g., whether Aneesh has also applied proper config.
"i can see SNO creating events for master so it's a verification for this bug, but the SNO creates this events without my config so i'm not sure it's valid"

I opened a request for IT to help me configure a grandmaster in the test cluster lab, we need a release version to make sure the bug is verified fully.
Unfortunately I wasn't able to get a clear verification on the setup, so i guess we are blocked until we get compatible hardware or get the grandmaster setup by IT.

I had thought you were using Aneesh's setup.  I had offered this to Yang last week.  As well, I have put cnfde4 aside if you need it.

I do not think you will get a grandmaster out of IT although I am interested in how this could be facilitated.

In the meantime, let's use Westford lab 3 equipment.  You have 2 options.

I tried verifying the bugs on Aneesh's cluster with version: 4.9.0-202110041951
but had an issue with: "ImagePullBackOff", I think we should redeploy to a newer version
