Steve Goodwin wrote me to point out his PR: https://github.com/openshift/console/pull/10176.

He fixed this issue as part of it. I haven't been able to recreate this in builds post-10176, so I'm going to go ahead and close this for now.

Please go ahead and reopen this if you are still seeing the issue and we will continue to investigate.
