Error: Problem: conflicting requests - nothing provides libvolk.so.2.4()(64bit) needed by sdrpp-1.0.3-2.fc34.x86_64 It seems that volk was updated in https://bodhi.fedoraproject.org/updates/FEDORA-2021-7e39a57fa6 but it no longer provides libvolk.so.2.4()(64bit). A soname update like this is against the update policy :/

We split gnuradio to volk and I haven't noticed there is new dep on the volk. I think just rebuild should cure it.
