The current text reads: 'cutover migration halts all transactions on the source cluster before migration'

We had a question asking whether or not this would happen *only in the specified namespaces that belong to the plan*, or if it would affect the entire cluster. I can understand why there is some question here, let's update the modal text to specify that this only affects the clusters specified in the plan.
