Description of problem:

the openstack-ec2-api-container is not part of TCIB as defined in tripleo-common.  this image will be dropped in OSP 17

yes on track and not part of current standup

Verified that openstack-ec2-api-container is no longer being built and it is not part of the 17.0 GA set.
