Description of problem:
The console flickers for a short moment when the users presses the first time the perspective dropdown. See attached video.

Version-Release number of selected component (if applicable):
4.9 (not tested with an older version)

How reproducible:
Always (on a cluster with production build, depends on your internet connection speed)

Steps to Reproduce:
1. Open the console
2. Clicks on perspective dropdown

Actual results:
Flickers

Expected results:
Should not flicker

Additional info:
When clicking the perspective dropdown, the perspective-chunk-*.min.js was loaded. While this chunk is loaded the outer React Suspense block shows a full screen loading indicator.
