Description of problem:
Users which inspects the developer catalog could not open the categories (vertical tab items) like "CI/CD", "Databases", etc. in a new tab.

Right click > open in new tabs opens the admin dashboard or developer topology (because it opens just /#)

Ctrl+click doesn't work at all.

This is a follow up on this issues:
- https://issues.redhat.com/browse/ODC-6038 fixed in https://github.com/openshift/console/pull/9287
- https://issues.redhat.com/browse/ODC-6032 fixed in https://github.com/openshift/console/pull/9257

The behaviour that a vertical tab item should not open #/ when the user ctrl+clicks was reported by us and changed in this PatternFly PR. It allows the developer console now to define a Link href. See also:

1. Open the developer perspective and navigate to Add > Developer Catalog > All services
2. Try to right click > open in new tab or ctrl+click a category (type filter and items works fine)

Open the wrong page or do nothing

Expected results:
Should open the category in a new tab

This ticket is currently on hold since it depends on an ongoing Patternfly issue that needs to be fixed first. See https://github.com/patternfly/patternfly-react/issues/6805

Verified it on 4.11.0-0.nightly-2022-03-09-235248. Works as expected
