Creating a block pool before storagecluster creation takes us nowhere. I know this is not an expected use case but we should catch and throw a proper error or not even allow.  

Check the screencast attached for clarity.

OCP : 4.9.0-0.nightly-2021-10-11-151207
ODF : quay.io/rhceph-dev/ocs-registry:4.9.0-183.ci

Steps to Reproduce:
1. Install ODF-4.9 operator
2. Go to the installed operator page via UI
3. Click on block pools under provided API's for ODF operator
4. Click create BlockPool

Hi 

Validated the fix with following versions :-

OCP :4.10.0-0.nightly-2021-11-14-184249
ODF :4.9.0-237.ci

It was observed that block pool was not present under provided API list in UI (screenshot for the same is attached in comment#12)

Based on comment#12 and comment#13 moving this bug to verified state .
