Description of problem:
python2-qpid-proton was removed from the epel7 qpid-proton spec file [0].  Because of this qtools is no longer installable.

[root@rhel7-container:~]# yum install qtools
Loaded plugins: ovl, product-id
Resolving Dependencies
--> Running transaction check
---> Package qtools.noarch 0:0.4.0-1.el7 will be installed
--> Processing Dependency: python-qpid-proton for package: qtools-0.4.0-1.el7.noarch
--> Finished Dependency Resolution
Error: Package: qtools-0.4.0-1.el7.noarch (epel)
           Requires: python-qpid-proton
 You could try using --skip-broken to work around the problem
 You could try running: rpm -Va --nofiles --nodigest

Please switch qtools over to python3 or retire it.

It has come to my attention that this package is already orphaned, so I don't think anyone will respond here.  I've retired it in epel7.
