Description of problem:

Failed to send bucket notifications to Kafka with ssl listener

While enabled a non-SSL listener on Kafka and that seems to work with Ceph

How reproducible:
Once at customer's environment

Steps to Reproduce:

RGW fail to send notification to Kafka ssl listener 

Expected results:
RGW notification should be sent to Kafka successfully

basic fix verification is done and automated regression is run. Moving to verification.
