Error message is in English.

Description of problem:
 Error message "Error Loading デプロイメント設定: NetworkError when attempting to fetch resource."
 "Please try again." is in English. 

Version-Release number of selected component (if applicable):
  4.10.0-0.nightly-2021-10-16-173656

How reproducible:
  Always

Steps to Reproduce:
1. Log into OCP and change language to ja_JP, zh_CN or ko_KR
2. Navigate to Workloads - DeploymentConfigs
3. There is an error message showing sometimes.
4. The error message 
   Error message "Error Loading デプロイメント設定: NetworkError when attempting to fetch resource."
 "Please try again.", is in English.

Actual results:
 Localization not present.

Expected results:
 Localization should present.

"NetworkError when attempting to fetch resource." appears to not be in the code, but I should be able to do the rest of the message!

Pseudolocalization is available for the error message.
