Description of problem:
 CPU column's values 'x.xx cores / x cores' are in English.

Version-Release number of selected component (if applicable):
  4.10.0-0.nightly-2021-10-16-173656

How reproducible:
  Always

Steps to Reproduce:
1. Log into OCP and change language to ja_JP, zh_CN or ko_KR
2. Navigate to Compute - Nodes
3. CPU column's values 'x.xx cores / x cores' are in English.

Actual results:
 Localization missing

Expected results:
 Localization should present

The bug has been verified on payload 4.10.0-0.nightly-2021-10-30-214236

Steps to Reproduce:
1. Log into OCP, add "?pseudolocalization=true&lng=en" at the end of URL
2. Navigate to Compute - Nodes page 
3. Verify if the information shown as 'x.xx cores / x cores' that lists on CPU column is in i18n mode

Result:
3. the information shown as 'x.xx cores / x cores' that lists on CPU column is on i18n mode now
