This bug was initially created as a copy of Bug #1977442

I am copying this bug because: OSP 16.1 also fails with the same issue.

In OSP16.x ssl was introduced for ovn_controller but hybrid mode lacks support for it. OVN upgrades from 13 to 16.x fail due to this.
