Description of problem:
There is some remaining un-internationalized text in frontend/public/components/graphs/gauge.tsx.

Specifically, we should cover the default for remainderLabel and the falsy option for label ("No Data") in GaugeChart.

1. Look at code

Actual results:
There is some text that isn't internationalized.

Expected results:
All defaults should be internationalized.

GaugeCharts i18n

ClusterVersion:
  4.10.0-0.nightly-2021-10-28-150422

Steps to verify:
  1. go to resource quotas where the gauge charts show
  2. add the ?pseudolocalization=true&lng=en
  
  now the gauge charts are also internationalized. attached the screen shots
