Description of problem:
iface-id-ver is not getting updated for existing lsp. That prevents port binding

It's a tricky bug to verify: I've added tests upstream https://github.com/ovn-org/ovn-kubernetes/pull/2606 to check this behaviour, but they are mot merged downstream yet. You can also check it manually with a cluster.
First, create Statefulset, then reboot node and make sure pod has connection/internet access.
Then we need to test upgrade: create Stateful set, then upgrade from 4.9 to 4.10, check that Pod has connection after upgrade.
