We have identical versions of `nss-altfiles` in the RHAOS and RHEL repos. For consistency purposes, we want to use the RHEL version whenever possible.

This BZ is here to be used as a mechanism to land the backport in 4.8 (and maybe 4.7/4.6)

This is restriction is already present in 4.10 - https://github.com/openshift/os/blob/master/manifest.yaml#L268-L271
