Verified on puddle RHOS-16.1-RHEL-8-20220121.n.1 which uses python3-networking-ovn-migration-tool-7.3.1-1.20220113183500.4e24f4c.el8ost.noarch.rpm.
Verified that the code change exist in rpm, OVN migration workload router is created before starting the workload VMs and the OVN migration workload VMs started successfully on ML2/OVS DVR environment.
