Description of problem:
In the multisite setup, when RGW multi-tenancy is configured. All of the bucket created for multi-tenant users are not trimmed automatically and requires a manual trim.


Steps to Reproduce:
1. Create a bucket for multi-tenant user
2. Store some objects into the bucket
3. Check the bilog count
4. Execute the command $radosgw-admin bilog autotrim gives the following error:

$ radosgw-admin bilog autotrim
2021-10-27 02:34:01.196 7f71baffd700  0 ERROR: failed to get bucket instance info for .bucket.meta.testx/newb:0238e72d-332e-49f0-9bb9-17b74d09b50c.46930.1
~~~

Actual results:
Bilogs are not trimmed automatically giving metadata error and requires manual trim

Expected results:
All of the buckets, either multi-tenant or normal, bilogs should be trimmed automatically.
