Section Number and Name:  Installing the OpenShift CLI

Describe the issue: Usability testing on the IBM CloudPak, which includes OCP, found that: " If the user does not have an active Red Hat subscription, they are prohibited from downloading the CLI tool. Users can sign up for a free trial, but they aren't directed back to the download page for the tool after they sign up. 

Users with administrative access to an OCP cluster can download the command line tool directly from the cluster. However, Red Hat does not include instructions on how to do this in the OCP documentation.

Suggestions for improvement: 

Add a section that describes how a user with administrative access to an OCP cluster can download the command line tool directly from the cluster.

Additional information: This doc should be added in 4.6 and later versions of the doc.
