In line with https://issues.redhat.com/browse/SDE-1304 for OCM, it seems we should update and migrate all docs.openshift.com links to access.redhat.com.  Because these docs links are version specific, this will need to be manually backported (instead of cherry-picked) to supported stable releases.

Also, since kubevirt-plugin is a separate bugzilla component, and OpenShift Virtualization 4.9 has yet to be released, that will be handled separately.

Added the kubevirt-plugin changes to the same console PR, as OpenShift Virtualization 4.9 has since been released.
