For more context, the tag https://github.com/openshift/kubernetes/releases/tag/v1.22.1 was created on Aug 19th, 
If we see the tags go.sum file - updated Aug 2nd - https://github.com/openshift/kubernetes/blob/632ed300f2c34f6d6d15ca4cef3d3c7073412212/go.sum k8s.io/kubernetes is not pinned in go.sum (if it was it would be 1.22.0-rc.0 as seen on 
Aug 4th commit - https://github.com/openshift/kubernetes/commit/728be903d9621a49349293c19473fcfee1970d2f ). 

In summary 1.22.1 was tagged without the necessary bump PR - https://github.com/openshift/kubernetes/pull/950 which merged in master (4.10) on Sep 13th. The branch cut took place on Sep 3rd, so the PR should've been backported to release-4.9 (but did not)
