If "WebInterface No" is set in cupsd.conf, cupsd will shut down after 60 seconds (the default value of IdleExitTimeout) with no activity. The solution: Have IdleExitTimeout configurable during compilation.
The configure option won't be used in Fedora, because it is desktop oriented OS - however to keep spec file synched with CentOS I will add %if guards to spec file, so the configure option will be applied on CentOS Stream/RHEL.
The fix lives on private-zdohnal-devel branch until https://github.com/OpenPrinting/cups/pull/294 is merged.
