periodic-ci-openshift-release-master-nightly-4.10-e2e-openstack-proxy

is failing frequently in CI, see:
https://testgrid.k8s.io/redhat-openshift-ocp-release-4.10-informing#periodic-ci-openshift-release-master-nightly-4.10-e2e-openstack-proxy

It doesn't run very often to get a clear signal but looks like it's failing on a couple of tests that have trouble with internet connectivity -- maybe they should be added to the skipped:proxy test list?
