Description of problem:

Scenario: Testing Disk Encryption feature on integration Env
https://qaprodauth.cloud.redhat.com/openshift/?env=integration 
 1. Enable Disk Encryption from BIOS on HPE node TPM 2.0 
 2. Create the cluster on Integration Env
 3. Patch the Cluster using 

 curl -s -X PATCH -H "Authorization: bearer $TOKEN" -H 'Content-Type: application/json' -d '{"disk_encryption": {"enable_on": "all"}}' https://api.integration.openshift.com/api/assisted-install/v1/clusters/ff1fd925-48be-48e4-895a-f9b2592b253d

After this load, the BM node with the discovery_image.iso, installation of SNO fails(using full iso) with timeout showing (adding UI attachments)

100% 

Steps to Reproduce:
1. Create an OCP 4.9.0 cluster(SNO) on Integration Env
2. Patch this cluster to enable the Disk Encryption(as shown above)
3. Generate the discovery_image.iso and boot the node with Enabled TPM module 2.0 

Actual results:
Cluster Install fails on "Pending user action" (attached image) 

Expected results:

SNO Install should succeed.
