Description of problem:
During in-progress cluster upgrades, the /settings/cluster page of the OpenShift console has a link for "ClusterOperators" with a progress bar below it. Clicking the "ClusterOperators" link takes you to the /settings/cluster/clusteroperatorsundefined page, which is blank.

Version-Release number of selected component (if applicable):
Reproduced during 4.9.0 -> 4.9.4 and 4.9.4 -> 4.9.5 upgrades

How reproducible:
Reproduced in the 4.9.0, 4.9.4, and 4.9.5 web console versions. Happens in Chromium 95 and Firefox 93.

Steps to Reproduce:
1. Login to the web console as a cluster admin
2. Start a cluster version upgrade
3. Navigate to /settings/cluster/
4. Click the "ClusterOperators" link above the progress bar

Actual results:
I am taken to /settings/cluster/clusteroperatorsundefined and see a blank page


Expected results:
I am taken to /settings/cluster/clusteroperators and see the status of the ClusterOperators

Steps to Verify:
1. Login to the web console as a cluster admin
2. Start a cluster version upgrade
3. Navigate to /settings/cluster/
4. Click the "ClusterOperators" link above the progress bar

 Now the link is taking to /settings/cluster/clusteroperators and see the status of the ClusterOperators

Hi @ychoukse - Thanks for the heads up! We backported to 4.9.z (https://bugzilla.redhat.com/show_bug.cgi?id=2021527), but I will see if I can add a backport to 4.8.z.
