Description of problem:

This BZ tracks bumping the OVS submodule in OVN in order to pick up upstream OVS IDL commit:

https://github.com/openvswitch/ovs/commit/1bdda7b6d53c92e877b457157676aff326414c53

This significantly improves performance of all OVN database clients.
