Description of problem:
Alert labels should help determining which component the alerts is coming from. Since https://github.com/openshift/cluster-version-operator/pull/643 CVO is trimming labels.

We should add `namespace` label back to mark this alert comes from CVO

I am reopening and reclosing the bug.

Its mirror bug OCPBUGSM-36931 due to some reason isn't marked CLOSED and is still in the status TO DO [1].

I am trying this to close the bug in the OCPBUGSM (OCP Bugs Mirroring) project.
