Invalid URL

Description of problem:
Entering an invalid URL causes validation to not happen on changing the URL.

Version-Release number of selected component (if applicable):
4.10

How reproducible:
Always

Steps to Reproduce:
1. Enter an invalid URL in git import form (eg. https://githubb.com/sclorg/nodejs-ex)
2. Fix the URL or enter a valid one

Actual results:
The validation does not happen upon fixing

Expected results:
Validation should happen on URL change

Additional info:
The issue only occurs when the domain is incorrect, or the site isn't reachable, it works fine when there is a typo in the repo name or there is a 404 error.
