Description of problem:
Running pwck as a non-root user segfaults.

Version-Release number of selected component (if applicable):
rpm -q shadow-utils
shadow-utils-4.9-3.fc35.x86_64


How reproducible:
Always

Steps to Reproduce:
1. Install the package shadow-utils
2. Run pwck (no flags) as a non-root user
3. Segfault

Actual results:
Segfault

Expected results:
Error message, output, no Segfault.
