Description of problem (please be detailed as possible and provide log

When trying to create a PVC backed backing store in on-prem MCG-ONLY deployment,
the creation fails with a "Not Found" error message 

Version of all relevant components (if applicable):
OCP: 4.9.0-0.nightly-2021-10-30-120753
ODF: 4.9.0-210.ci


Does this issue impact your ability to continue to work with the product
(please explain in detail what is the user impact)?
Yes, creation of new PV-Pool backing store from the UI is not possible

Is there any workaround available to the best of your knowledge?
Yes, resource can be created via yaml and noobaa cli command

Steps to Reproduce:
1. Install MCG-ONLY deployment over on-prem
2. Go to the Backing Store creation page and select PVC
3. Fill all fields accordingly and submit


Actual results:
A non descriptive error pops up

Expected results:
Backing Store should be created
