Description of problem:
  "needs-restarting -r" isn't telling to reboot the system after the installation of a newer kernel version.

Version-Release number of selected component (if applicable):
  - yum-utils-4.0.21-3.el8.noarch
  - Old kernel: kernel-4.18.0-305.25.1.el8_4.x86_64
  - New kernel: kernel-4.18.0-348.el8.x86_64  

How reproducible:
  Every time

Steps to Reproduce:
  1. Update kernel package
  2. Run "needs-restarting -r"

Actual results:
  No core libraries or services have been updated since boot-up.
  Reboot should not be necessary.

Expected results:
  Core libraries or services have been updated since boot-up:
    * kernel

Might be related to Fedora 34's bz#1960437, I remember dealing with that one.

The pull request for that fix was https://github.com/rpm-software-management/dnf-plugins-core/pull/432 .
