Description of problem:

The nmstate operator had to be dropped from 4.8.20 and 4.9.7 because it is failing Greenwave CVP tests.   The CSV needs to be updated so that it can be shipped again.

Error: Value nmstate-operator: invalid service account found in bundle. sa name cannot match service account defined for deployment spec in CSV
