Description of problem:

The image-registry-operator tests leave the cluster in unhealthy state. As a result, the must-gather step cannot collect information and fails the entire job.

4.x

How reproducible:

Almost always.

Steps to Reproduce:
1. run e2e-aws-operator in cluster-image-registry-operator

Actual results:

The must-gather step fails to collect information and lots of operators are degraded/unavailable.

Expected results:

Green tests.

Verified it, e2e-aws-operator job passed: https://prow.ci.openshift.org/view/gs/origin-ci-test/pr-logs/pull/openshift_cluster-image-registry-operator/731/pull-ci-openshift-cluster-image-registry-operator-release-4.9-e2e-aws-operator/1463068989759426560

The bug maybe need to change ON_QA manually. It's strange, OpenShift BugZilla Robot change status from POST to MODIFIED, since pr is already merged.
