Description of problem:

During normal bucket removal incomplete multipart uploads will not be cleaned up.

How reproducible:

100%

Steps to Reproduce:
1. Create a bucket with incomplete multipart uploads
2. Remove the bucket

Actual results:

Remnants of the incomplete multipart uploads will remain in the object store.

Expected results:

They should be cleaned up.

Additional info:

This is a regression that began at some point in upstream Pacific. There was some logic that incomplete multipart uploads would only be done if a prefix to the bucket was provided, but that does not make sense. The fix has cleans up this logic further.
