Description of problem:
Attempting to do a build in rawhide I get a mock failure

https://kojipkgs.fedoraproject.org//work/tasks/8923/79028923/root.log

DEBUG util.py:444:    file /usr/lib/rpm/fileattrs/kmod.attr conflicts between attempted installs of redhat-rpm-config-204-1.fc36.noarch and kernel-srpm-macros-1.0-10.fc36.noarch

I see the specfile has

  # We are now the ones shipping kmod.attr
  Conflicts:      redhat-rpm-config < 204

but that version < 204 isn't right, because redhat-rpm-config = 204 is still shipping kmod.attr base on the file conflicts seen in koji.

Note, I filed this bug only for the incorrect Conflicts line version number. For solving the ultimate bug of clashing files, I filed another against redhat-rpm-config https://bugzilla.redhat.com/show_bug.cgi?id=2024696

I have untagged kernel-srpm-macros-1.0-10.fc36 from f36 and eln.
