Verified with on 4.9.11 with latest 4.9.0 ztp-generate-container image. Default complianceType for policies are now musthave. Policies compliance state no longer flapping after they became compliant. Since the problem described in this bug report should be resolved in a recent advisory, it has been closed with a resolution of ERRATA.
